Curriculum Vitae

Eric Hancock

Engineering Leader | Financial Systems & Payments

I lead engineering work on payment systems, risk controls, and cloud migrations at Goldman Sachs. My role combines technical direction, delivery across regions, recruiting, and working with operations, audit, and technology risk teams.

Profile

My background includes about twenty years in financial systems and a decade in media technology. I set architecture direction, help teams plan and deliver work, and mentor engineers while staying involved in design and code review. I also serve as division risk officer for payments engineering and manage technical relationships with vendors.

Engineering Leadership And Risk

Lead technical direction and delivery for firmwide cash movement systems. Work spans engineering teams across regions, product and operations priorities, technology risk, and vendor relationships.

  • Set technical direction and delivery plans for engineers across regions. Translate business goals into architecture and well-defined work, review designs and code, and mentor engineers through implementation.
  • Serve as division risk officer for payments engineering, working with internal audit and firmwide technology risk on development practices, retention, access control, resilience, and regulatory requirements. Led retirement of legacy systems, protocol modernization, OAuth adoption, and Vault-based secret management, and drove a 60 percent reduction in in-scope CVEs.
  • Conduct roughly fifty interviews per year across experienced and campus recruiting. Develop and calibrate technical questions, train recruiters and interviewers, and mentor engineers.
  • Manage technical relationships with sanctions, fraud, and AWS vendors, guiding implementation and customization, handling support escalations, and evaluating whether products meet engineering and business needs.

Payments And Platform Modernization

Led work on payment controls and modernization of established platforms, including incremental AWS migration and changes to databases, messaging, and operational tooling.

  • Designed frameworks and an application that applies controls to cash transfers across the firm. Typical transactions evaluate about fifty eligible controls, combining firmwide standards with business requirements based on transaction type and source.
  • Created a self-service control management model with auditable maker checker workflows, shifting control scope and eligibility changes from engineering releases into business owned configuration while preserving engineering ownership of Drools rule code and enrichment dependencies.
  • Integrated Fircosoft sanctions scanning and Actimize fraud detection into the payment processing architecture by enriching standard cash movement models, transforming to vendor-specific formats, and returning results into a common control, approval, and case management workflow.
  • Built observability around both individual transactions and aggregate business behavior, including executed and held controls, per-control timing, Jaeger traces, and 30, 60, and 90 day reporting used by Operations to evaluate workload against risk reduction.
  • Led modernization from monolithic and on-prem systems toward AWS using a strangler pattern. Implemented and reviewed systems across ECS, EC2, Java and Python Lambda functions, Step Functions, EventBridge, SQS, S3, CloudWatch dashboards, Oracle RDS, and CDK infrastructure in TypeScript.
  • Migrated critical state from on-prem DB2 toward Oracle RDS and Aurora RDS, automating monitoring and maintenance while moving database operations from recurring weekly downtime toward near-zero planned downtime.
  • Adapted payment applications from Tibco EMS patterns to Kafka and MSK, defining ordering, delivery, error handling, and idempotency rules as systems moved away from XA-style transaction assumptions toward partitioned event processing.

Treasury Technology And Resilience

Earlier Goldman work focused on Treasury systems responsible for moving funds and securities in and out of the firm and supporting funding and liquidity processes. These systems were highly regulated, operated around the clock during the business week, and required careful attention to uptime, auditability, and controlled change.

  • Designed an application-layer, bi-directional replication system using JPA internals, annotated Java entities, and EMS topics to support active-active regional resilience before mature platform tooling was available.
  • Built regional failover processes and procedures to meet Federal Reserve sound-practices requirements and mitigate risks from events such as Superstorm Sandy.
  • Introduced red/black, zero downtime deployment patterns with active health checks and DNS-based failover for on-prem payments systems.
  • Designed and implemented infrastructure for sanctions and anomalous payment detection, integrating Fircosoft and Actimize with proprietary workflow and payment systems.
  • Refactored legacy payment and treasury applications toward modular control and risk calculation, REST APIs, Spring Boot services, and clearer service contracts.

Trade Capture

New York, NY | 2006 to 2010

Designed and developed cross-product OTC derivative trade capture and confirmation systems. Built XML and SOAP protocols, Spring application infrastructure, Hibernate persistence with bitemporal versioning, JAXB schema handling, MQ-based transactional transport, and tactical analysis tools.

  • Designed an XML event protocol to model OTC trade lifecycle events while separating common trade facts from product-specific details.
  • Integrated interest rates and FX vertical trading systems into a shared confirmation and settlement processing platform.
  • Used IBM MQ as a persistent transactional transport with dynamic queues and content-based routing to support flexible feeds between system components.
  • Customized Hibernate behavior for bitemporal versioning and wrote schema conversion tooling to evolve production databases safely.
  • Tripled throughput through profiling and performance improvements.

Software Engineering Lead And Developer

New York, NY | 1996 to 2006

Led and built rights management, asset management, publishing, affiliate authorization, workflow, and accounting systems. Worked across Java, EJB, Spring, Hibernate, WebLogic, Swing, and web interfaces while contributing to recruiting, SDLC standards, GUI review, and career development programs.

  • Led requirements, architecture, design, and implementation for film screening, asset management, publishing, workflow, and cash accounting systems.
  • Took over and delivered a rewrite of HBO's satellite scrambling and affiliate authorization system after earlier attempts had failed.
  • Built three-tier Java systems with EJB, Spring, Hibernate, WebLogic, Swing, and web front ends for operational users across media workflows.
  • Drafted sections of the software development lifecycle covering change management, source control, implementation, coding practices, and GUI design.
  • Served on recruiting, design review, GUI review, and career development initiatives, combining engineering delivery with standards, mentoring, and organizational communication.

R-Cam Consulting

Software And Documentation

New York, NY | 1994 to 1995

Updated medical software and managed end-user documentation for release, combining bug fixes, technical writing, screenshots, and release documentation.

  • Implemented client-requested software updates and bug fixes.
  • Revised end-user documentation by combining notes from multiple contributors with independently written release material.
